Question : Data under National Digital Health Mission

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government has collected or proposes to collect user data under the National Digital Health Mission; if so, the details thereof;

(b) the details of Government and Non-Government entities that will manage the data and have access to data collected through the Mission; and

(c) the manner in which personal data of persons under the National Digital Health Mission will be protected?

(a): National Digital Health Mission (NDHM) is being implemented in 6 Union Territories (Andaman & Nicobar Islands, Chandigarh, Dadra & Nagar Haveli and Daman & Diu, Lakshadweep, Ladakh and Puducherry) in Phase: I, on pilot basis.

Under Phase: I, NDHM seeks to provide services like creation of Health ID for patients, Facility registry and Practitioner registry.

The NDHM system can be used to create Personal Health Record for individual from data from various health information providers, facilities and laboratories.

(b): The NDHM is being directly managed by Government of India.

The patient will have the option to share his personal data through a proper consent management system.

(c): The NDHM is being setup on one of the principles of ‘Privacy by Design’.

The National Digital Health Blueprint (NDHB) has proposed for anonymization of data and all processes to be framed duly following the guidelines and relevant Acts like IT security Act, Personal Data Protection Act etc.
