Question : Data of Household Expenditure

(a) the details in percentage of people in the country according to the household expenditure data from the latest National Sample Survey Office (NSSO), State/UT-wise;

(b) the date on which the National Statistical Commission (NSC) provided the Government the statistics regarding the level of unemployment in India, based on the NSSO annual household survey of 2017-18;

(c) the date on which these figures were officially published by the Government;

(d)whether there is any procedure for the Ministry to undertake any additional verification or vetting of statistics provided by the NSC and if so, the details thereof;

(e) whether the said procedure was applied in case of these figures;

(f) if so, the details thereof?

(a): Based on the survey results on Household Consumer Expenditure conducted by National Sample Survey Office (NSSO) during NSS 68th round (July, 2011-June, 2012),percentage distribution of persons over 12 classes of Monthly Per Capita Expenditure (MPCE)are given State/UT wise for Rural and Urban at Annexure I and Annexure-II respectively.

(b) to (f): The Annual Report (July, 2017 – June, 2018) of the Periodic Labour Force Survey (PLFS) containing inter-alia statistics on unemployment was drafted by National Sample Survey Office (NSSO). In the case of labour force statistics, the responsibility to oversee the finalization and dissemination of labour force statistics, emanating from various surveys of the Government including PLFS, is with the Standing Committee on Labour Force Statistics (SCLFS).

The Standing Committee on Labour Force Statistics (SCLFS) in its various meetings discussed the issues related to the comparability, sampling designs and sample size relating to the Annual Report (July, 2017-June, 2018) of PLFS. The SCLFS recommended that a note on changes in the sampling design adopted in PLFS vis-a-vis that adopted in NSS 68th Round (July, 2011-June, 2012) survey on employment and unemployment and also use of Computer Assisted Personal Interviewing (CAPI) in PLFS, etc., be prepared and attached in the Annual Report (July, 2017-June, 2018) of the PLFS. After incorporating the recommendations of the SCLFS, the Annual Report of PLFS was released on 31st May, 2019.
