Question : DILAPIDATED CONDITION OF NATIONAL HIGHWAYS



(a) whether the National Highways throughout the country are in a dilapidated condition;

(b) if so, the details in this regard, State-wise;

(c) whether funds have been allocated by the Government for maintenance/ repair/upgradation/modernisation of National Highways;

(d) if so, the details during the last two years, State-wise;

(e) whether accidents have become common on National Highways due to their pathetic condition;

(f) if so, the details thereof, State-wise;

(g) whether the Government proposes to formulate a comprehensive scheme for the upgradation/modernisation of National Highways;

(h) if so, the details in this regard; and

(i) the time by when the said scheme is likely to be implemented?

(a) and (b) The National Highways are being kept in traffic worthy condition within the available resources. However, there have been damages to the National Highways due to overloading, rains and floods etc.

(c) and (d) Yes Sir. The State-wise allocation for the development and maintenance of the National Highways entrusted to the State PWDs for the year 2003-04 and 2004-05 are at Annexure-I. Funds to NHAI and BRO are not allocated State-wise. However, the details of funds allocated for development and maintenance of National Highways entrusted to the NHAI and BRO during the last two years are at Annexure-II.

(e) and (f) Bad condition of the roads is not a major cause of the accidents. The percentage of accidents caused on all roads due to defects in road condition is only 1% and 1.07% of total accidents in the year 2000 and 2001 respectively. Such information for National Highways is not compiled separately.

(g) to (i) The Government has taken up National Highway Development Project (NHDP) for improvement of National Highways. About 14,279 km lengths of National Highways are being upgraded to 4/6 lane under Phases I & II of NHDP. The NHDP Phase I and Phase II are targeted for completion by year 2008. The Committee on Infrastructure headed by the Hon’ble Prime Minister has proposed further development programme under NHDP up to 2012 as below:

(i) 4-laning of 10,000 km of National Highways through BOT basis (Phase-III)

(ii) 2-laning and providing paved shoulders of 20,000 km of National Highways (Phase-IV)

(iii) Development of National Highways and other roads in NE Region (Special Accelerated Road Development Programme in NE region) (SARDP-NE)

(iv) 6-laning of 5,000 km of National Highways (Phase-V)

(v) Development of 1,000 km of Expressways (Phase-VI)

(vi) Construction of Ring Roads, Bypasses, Flyovers etc. to remove the bottlenecks on National Highways (Phase-VII).
