MINISTER OF STATE IN THE MINISTRY OF MINORITY AFFAIRS (SHRI MUKHTAR ABBAS NAQVI)
(a) The details of funds released under four schemes Pre-matric Scholarship Scheme, Post-matric Scholarship Scheme, Merit-cum-Means Scholarship Scheme and Free Coaching and allied Schemes by this Ministry to States/UTs are given at Annexures I and II. There is no State/UT-wise financial allocation under these Schemes. Funds under other schemes (i) Maulana Azad National Fellowships (ii) Support to Minority students clearing Prelim exam conducted by Union Public Service Commission (UPSC), Staff Selection Commission (SSC) & State PSCs (iii) Padho Pardesh (iv) Nai Roshni and (v) Seekho aur Kamao funds are not released State/UT wise. The details of funds released to State Waqf Boards and Central Waqf Council, Equity to National Minorities Development Finance Corporation, Nai Roshni and Seekho Aur Kamao are at Annexures III and IV. The benefits under these schemes are transferred directly into the bank account of beneficiaries.
(b) &(c) Yes Madam. The Multi-sectoral Development Programme (MsDP) was reviewed and consequently it has been restructured to make it more effective & focused. The salient features of restructured MsDP under implementation during 12th Plan is as follows:
i. Block is the unit area of planning in place of districts.
ii. 710 Minority Concentration Blocks (MCBs) and 66 Minority Concentration Towns (MCTs)have been identified for implementation of MsDP.
iii. Expansion of Programme to clusters of villages.
iv. Block Level Committees involving members of Panchayati Raj institutions have been constituted.
v. Powers to approve projects upto Rs.10 crores have been delegated to States
vi. Engagement of Block Level Facilitator, and
vii. Introduction of Independent monitoring system and social audit.
Impact assessment of the scheme of “Leadership Development of Minority Women” was undertaken in 2013-14.” The major obser- vations are as follows:
(i) Most of the women were aware about the government programmes namely Integrated Child Development Services (ICDS), Sarva Shiksha Abhiyan (SSA), Mid-day Meal Scheme etc.;
(ii) About 62% women reported that they are availing ration from Public Distribution System (PDS) shops;
(iii) 40% of the women reported that their family members encouraged them for participation in decision making. Most of the women reported that there has been positive impact of leadership training in terms of sensitization and awareness towards gender issues, leadership deve- lopment, educational empowerment etc.
The assessment of the implementation of five scholarship schemes i.e. Pre-matric Scholarship, Post-matric Scholarship, Merit-cum-Means Scho- larship Schemes, Maulana Azad National Fellowship and Free Coaching & Allied Scheme have been carried out through an independent agency. The major findings of the assessment under Pre-Matric, Post-Matric and Merit- cum-Means Based Scholarship indicated the following:
i) That the intended objectives have been achieved i.e. these scholar- ship schemes have benefitted the minority students.
ii) These scholarship schemes have lightened the financial burden of the parents to some extent.
Major findings of Maulana Azad National Fellowship and Free Coaching & Allied Scheme indicate as under:
i) There is continuing need for fellowship scheme.
ii) Fellowship scheme provides required financial support to the doctoral students.
iii) Result of this fellowship contributes to the overall objective of Highly Qualified Personnel (HQP) supply and research excellence.
iv) Stipend amount may be enhanced.
v) Timely payment of second instalment of grants-in-aid may be made to the coaching organizations.
Impact Evaluation Studies of National Minorities Development Finance Corporation (NMDFC) Schemes has been done through National Institute of Entrepreneurship & Small Business Development (NIESBUD) and Center for Market Research and Social Development (CMRSD). The major obser- vations of the study conducted during last two years are as follows:-
i. Majority beneficiaries are first time recipients of loan.
ii. All the beneficiaries have opened bank accounts.
iii. 95% units were functional.
iv. 93.5% beneficiaries had easy access in availing the loan
v. More than 80% beneficiaries expressed that their income/savings has increased and now have now better health & education facilities thereby improving their social prestige.
The above recommendations have been used in policy formulation and review.
(d) All Schemes implemented by this Ministry have yielded desired results.
