THE MINISTER OF STATE (INDEPENDENT CHARGE) FOR YOUTH AFFAIRS & SPORTS { SHRI KIREN RIJIJU }
(a) ‘Sports’ being a State subject, the responsibility for development of sports infrastructure such as stadiums rests with the State/Union Territory Governments. Central Government supplements their efforts by bridging the critical gaps in creation of sports infrastructure. Under the “Utilization and Creation/ Upgradation of Sports Infrastructure” vertical of the Khelo India Scheme, this Ministry renders financial support for creation of sports infrastructure such as synthetic athletic track, synthetic hockey field, synthetic turf football ground, multipurpose hall, swimming pool etc. at district headquarters. Till date, no stadium complex has been sanctioned by this Ministry under the Khelo India Scheme. In-principle approval has been accorded to the Youth Services and Sports Department, Jammu & Kashmir for one project, namely, construction of Shri Arun Jaitely International Stadium at Hiranagar Town, Kathua District, Jammu & Kashmir at an estimated cost of Rs. 58.23 crore under the Prime
Minister’s Development Package for “Enhancement of Sports Facility at J&K”.
(b) This Ministry does not maintain data about stadiums in both the urban and rural sectors of the country, State-wise.
(c) Yes, Sir. Under the Prime Minister’s Development Package for “Enhancement of Sports Facility at J&K” this Ministry has provided financial assistance for renovation and upgradation of existing stadiums in Jammu & Kashmir during the past five years. The details of the same are given at Annexure.
(d) The Ministry of Youth Affairs & Sports is running schemes for promotion of sports as well as attaining excellence in sports. These schemes include:-
(i) Khelo India Scheme (ii) Assistance to National Sports Federations; (iii)Special Awards to Winners in International sports events and their Coaches; (iv) National Sports Awards, Pension to Meritorious Sports Persons; (v) National Sports Development Fund; and (vi) Sports Training Centres run through Sports Authority of India. The Ministry is also promoting rural and indigenous/tribal games under the ‘Khelo India Scheme’ and through the ‘Ek Bharat Shreshtha Bharat’ programme. Most athletes benefitting under these schemes come from rural areas.
