Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) whether the Government has fixed Rs. 2.5 lakh as income criteria for grant of scholarship;
(b) if so, the time by which the income criteria was last revised by the Government;
(c) whether the Government has received any suggestions/complaints to revise the income criteria and enhance the ceiling limit to ensure the coverage of more students; and
(d) if so, the response of the Government in this regard?

(a) to (d): The Department of Social Justice & Empowerment is implementing various scholarship schemes for the students. The details of the scholarship schemes along with income criteria, implemented by this Department are given as under :

Scholarship Schemes for SC Students :
S. No. Name of the Scheme Income criteria
1. Post-Matric Scholarship to the SC Students Studying in (Class XIth and above) The income criteria for both Pre and Post Matric Scholarship Schemes for SC students for grant of Scholarship is 2.5 lakh.

• Under Post Matric Scholarship Scheme for SC students, the income criteria was last revised during the FY 2013-14 when the income ceiling was raised to 2.5 lakh from 2 lakh.

• Under Pre Matric Scholarship for SC students, the income criteria was last revised during the FY 2017-18 when the income ceiling was raised to 2.5 lakh from 2 lakh.

2. (i) Pre-Matric Scholarship to the SC Students Studying in classes IX & X


(ii) Pre-Matric Scholarship to the Children of those engaged in occupations involving cleaning and prone to health hazards (Class I-X)

From the Financial year 2021-22, these schemes have merged and rename as “Pre-Matric Scholarship to the SC Students And others”.

Top Class Education Income ceiling under this scheme Top Class Education for SC Students has been revised from Rs. 6 lakh to Rs. 8.0 lakh from 2020-21.

Scholarship Schemes for BC Students:

1. Pre-Matric Scholarship for OBCs 2.50 lakh Rs.2.50 lakh per annum. These scholarship schemes have been clubbed under an umbrella scheme PM Young Achievers Scholarship Award Scheme for Vibrant India (PM-YASASVI) and now have only two components:
1. 1. Pre-Matric Scholarship for OBC and Others
2. 2. Post-Matric Scholarship for OBC and Others

2. Post-Matric Scholarship for OBCs 1.50 lakh
3. Pre and Post Matric Scholarship for DNTs 2.00 lakh
4. Post-Matric Scholarship for EBCs 1.00 lakh

This Department has received suggestions/complaints to revise the income criteria. However, aforementioned schemes have been revised for the time period till 2025-26 wherein income limit has been fixed at Rs. 2.5 lakh.
