Question : Facilities Provided by SECL

a) the details of the facilities provided by South Eastern Coalfields Limited (SECL) to the local people and workers in Chhattisgarh;

b) the details of the development works done under Corporate Social Responsibility (CSR) and other heads in various districts including Sarguja during each of the last three years and the current year; and

c) the details of provision regarding leveling of tunnels and pits after extracting coal from open cast mines and underground mines?

MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF COAL, POWER,MINES AND NEW AND RENEWABLE ENERGY (SHRI PIYUSH GOYAL)

(a) : The details of welfare schemes implemented and facilities provided by the South Eastern Coalfields Limited (SECL) to the local people and workers include:

1) Promoting preventive health care & sanitation, making available safe drinking water, organizing health camps;

2) Promoting education, special education, employment enhancing vocational skills, Library facilities, imparting training to youths through MukhyaMantri Kaushal VikasYojana;

3) Pradhan Mantri Kaushal VikasYojna;

4) Livelihood enhancement projects by construction of Livelihood College at Nipaniya, Bilaspur;

5) Measures for reducing inequalities faced by socially and economically backward groups by supporting poor children especially from SC/ST communities through Udan and InjorYojna;

6) Ensuring environmental sustainability, ecological balance, protection of flora and fauna, animal welfare, agro-forestry, conservation of natural resources by supporting the Hariyar ChattisgarhYojna of Chhattisgarh Government;

7) provided financial assistance to District Administration, Balrampur for developing infrastructure to preserve the Tatapani hot water springs;


8) Training to promote rural sports, constructing hostel for Sports Authority of India, supporting various sports organizations, construction of gymnasium building at ward No. 15 at Nagar Panchayat of Bhatgaon;



9) Rural development projects through various infrastructural projects such as construction of roads, community centre, etc.

In addition mine workers are provided Group Gratuity Insurance Scheme, educational facility, school bus facility for their wards, Coal India Limited (CIL) scholarship scheme from the class 5th onwards, fee reimbursement to the wards of Wage Board employees for technical and medical education, cash award to the meritorious students, etc.

(b) Details of different development works undertaken by SECL under CSR in various districts including Sarguja district during each of the last three years and the current year are given in Annexure.
(c) Mine closure activities for levelling of tunnels and pits after extracting of coal from underground (UG) and opencast mines(OC) include, preparation of survey & disposal report, slope stability study for high walls and internal backfilled dumps, backfilling of mined out area (OC), dismantling of industrial structure , grading & dozing of high walls (OC), fencing of quarry, clearing of coal stock and infrastructural area, plantation and landscaping on backfilled area, sealing of mine entries (UG), environmental monitoring, subsidence management (UG), etc.

All subsidiary companies of CIL adopt a definite Mine Closure Plan for each of their mines comprising Progressive Closure plan and Final Closure plan as per the guidelines

For financial assurance, Escrow Accounts have been opened with the scheduled bank, with the Coal Controller Organisation (on behalf of the Central Government) as exclusive beneficiary. The money is being deposited in such Escrow Account at the rate of Rs.6 lakhs and 1lakh per hectare of opencast and underground project area respectively.

The amount released shall be equal to expenditure incurred on the progressive mine closure in past five years or 80% whichever is less. The balance amount at the end of the final mine closure shall be released to mine owners on compliance of all provisions of closure plans duly signed by the lessee and duly certified by the Coal Controller.
