Question : Ashram Schools and Women Hostels

(a) whether there is a lack of necessary and much needed facilities in working Women Hostels and Ashram Schools being run by the Non-Governmental Organisations (NGOs) and trusts in the country;

(b) if so, whether the women residing in above hostels are not being provided facilities as per rules and if so, the details thereof;

(c) whether the Government proposes to take any steps to have a direct link with them and keep these hostels and Ashram Residential Schools under their vigil;

(d) if so, the details thereof;

(e) whether the Government has proposed to make these hostels high-tech; and

(f) if so, the details thereof?

(a) & (b): No such instance has come to the notice of the Government.

(c) & (d): In the Hostels and Residential Schools for ST students run by NGOs funded by Ministry of Tribal Affairs stringent measures have been ensured by way of monitoring the projects through:-
(i) Mandatory annual inspection by District Authorities.
(ii) Scrutiny of proposals by multidisciplinary State Level Committees for voluntary Efforts every year.
(iii) Audited statements of accounts as well as Utilization Certificate pertaining to the releases.
(iv) Concurrent monitoring through an independent external agency.
In addition, the accounts of grantee institutions are open for inspection by representatives/officers from the office of Comptroller and Auditor General of India, Government of India or concerned State Government at any time.

(e) & (f): There is no such proposal.
