Question : AMENDMENT OF ALL INDIA SERVICES RULES



(a) whether the Government has amended the All India Service (Conduct) Rules, 1968 relating to acceptance of gifts by civil servants;

(b) if so, the details thereof; and

(c) the categories of employees who will be benefitted by this change in the rules?

(a) & (b): Yes Madam. Recently amendments in sub rules (1) & (2) of Rule 11 of All India Services (Conduct) Rules, 1968 have been notified vide notification no. 11017/31/1999-AIS-III dated 10.04.2015, published in the Gazette of India(Extraordinary) as G.S.R.280(E), revising the ceiling value of acceptance of gifts from existing Rs. 5000/- to Rs. 25,000/-under sub-rule (1) and from existing Rs. 1000/- to Rs. 5,000/- under sub-rule (2) in respect of All India Services (AIS) Officers. The upper limit of Rs. 25,000 for acceptance of gifts by AIS officers has been revised in line with the similar amendments carried out in CCS(Conduct) Rules, 1964, vide notification no. 11013/3/2013-Estt.(A) dated 04.03.2014, published in the Gazette of India(Extraordinary) as G.S.R. 149(E), raising the upper limit to Rs. 25,000 for acceptance of gifts by the Central Group‘A’ Services officers.

(c): The said amendments in the rules shall be applicable to the officers of All India Services, namely, Indian Administrative Service (IAS), Indian Police Service (IPS) & Indian Forest Service(IFS).
