Question : Allocation of Funds under PMGSY to Bihar

(a) the reasons for not providing funds to Bihar by the Union Government to construct roads under Pradhan Mantri Gram Sadak Yojana (PMGSY) during the last three years;

(b) the time by which outstanding funds is likely to be paid to the States under PMGSY; and

(c) the amount of funds provisioned to be given under PMGSY as a special package to Bihar and the time by which such funds are likely to be given to the State?

(a) & (b): Under PMGSY, the Annual Indicative Allocation and releases to a State are based on the value of ongoing works in hand, unspent balance available with the State and the overall budgetary allocation under PMGSY. The details of fund released to Bihar, under PMGSY during last 3 years is as under: -

The fund releases under PMGSY to the State Governments are made in two instalments considering unspent balance available with States, as on 1st April of the financial year, first instalment of 50% of the cleared value of projects of a particular phase is released. For subsequent releases, state Governments are required to furnish Utilization certificate to the Ministry showing expenditure of at least 60% of the available funds along with other prescribed documents like audit report etc as per PMGSY guidelines.

(c): Under Prime Minister’s Package, announced for Bihar, in September, 2015, a central assistance of Rs.13,820 crore is to be provided to the State for construction of at least 22,500 kms rural roads during a period of 5 years.
