Question : Hybrid and Electric Vehicles

(a) whether the Government is planning to move towards an all electric vehicle fleet by 2030 through the FAME (Faster Adoption and Manufacturing of Hybrid and Electric Vehicles) scheme;
(b) if so, the details thereof;
(c) whether the Government has shifted the electric vehicles programme to NITI Aayog from the Department of Heavy Industries;
(d) if so, the details thereof and the reasons therefor; and
(e) the extent to which and the manner in which this decision is likely to effectively help the programe?

MINISTER OF STATE IN THE MINISTRY OF HEAVY INDUSTRIES AND PUBLIC ENTERPRISES (SHRI BABUL SUPRIYO)

(a) & (b): No, Madam. At present, no proposal to move towards an all electric vehicle fleet by 2030 through FAME Scheme is under consideration of Department of Heavy Industry.

(c) to (e): Committee of Secretaries headed by Cabinet Secretary in its meeting held on 8th June 2017 has recommended that

(i) NITI Aayog may be designated as the nodal agency for promotion of Electric Vehicles /Clean Mobility solutions.

(ii) Existing National Electric Mobility Mission Plan may be considered for relocating in NITI Aayog from DHI, who may restructure it as per requirement.

(iii) An Apex Monitoring Committee may be set up under Cabinet Secretary for coordination across various Ministries / Departments and to review progress from time to time.

(iv) NITI Aayog may work out a detailed strategy for promotion of Electric Vehicles / Clean Mobility solutions and bring up a comprehensive Note for consideration of Cabinet covering proposed strategies / interventions alongwith specific milestones and timelines, in consultation with all concerned stakeholders.
