(a) whether the Union Government has decided to introduce Brain Gain Policy to attract Indian talents for national universities;
(b) if so, the details thereof;
(c) whether the national universities will be provided freedom to establish chairs of studies and would be funded through the non-government endowments; and
(d) if so, the reaction of the Government in this regard?

(a) & (b): Yes, Sir. The Government has decided to introduce a Bill in Parliament providing for establishment of Universities for Research and Innovation to attract talent.
(c) & (d): Yes, Sir. These universities would have powers to, inter-alia, establish chairs of studies through benefactions, donations and collaborations for seminal research in areas of knowledge.
