(a) Whether any guidelines have been issued by the Government for appointments / recruitments in Central Public Sector Enterprises (CPSEs) under minority quota;
(b) if so, the details thereof; and
(c) the extent to which these guidelines have been implemented in CPSEs ?

(a) & (b): As per Department of Personnel and Training`s O.M. No. 41018/2/2011-Estt. (Res.) dated 22nd December, 2011, the Government has decided to carve out a sub-quota of 4.5% for minorities, as defined under Section 2(c) of the National Commission for Minorities Act, 1992, from within the 27% reservation for Other Backward Classes (OBCs). These instructions have been extended by the Department of Public Enterprises to the Central Public Sector Enterprises (CPSEs) vide O.M. No.6/6/2011-DPE (SC/ST Cell) dated 2nd January, 2012 for compliance in recruitments/appointments in the CPSEs. These instructions have taken effect from 1st January, 2012 and the instructions issued already on the reservation for OBCs stand modified to that extent.
(c): Implementation of instructions on reservation for various categories in CPSEs is monitored by the administrative Ministries/Departments concerned with the CPSEs.
