Question : Awareness of Healthcare Facilities under Ayurvedic System

Will the Minister of AYURVEDA, YOGA AND NATUROPATHY, UNANI,SIDDHA AND HOMOEOPATHY (AYUSH) be pleased to state:

(a) whether the Government proposes to promote and create awareness about AYUSH so as to provide and popularize the healthcare facilities to people by indigenous and alternative methods of treatments and if so, the details thereof, State/UT-wise and district-wise;

(b) the details of funds allocated and utilised in the promotion of AYUSH, State/UT-wise and district-wise and the reasons for non-utilisation of funds and the steps taken by the Government to utilise the entire funds in a time bound manner;

(c) whether the Government has any plans to set up AYUSH dispensaries, hospitals and issue any guidelines to encourage research work for promoting AYUSH system in all districts in the country; and

(d) if so, the details thereof, State/UT-wise and district-wise?

(a): Ministry of AYUSH is implementing Centrally Sponsored Scheme of National AYUSH Mission (NAM) through States/UTs for the development and promotion of AYUSH systems including awareness. The National AYUSH Mission (NAM) inter-alia makes provision for the following activities: -
i. Co-location of AYUSH facilities at Primary Health Centers (PHCs), Community Health Centers (CHCs) and District Hospitals (DHs).
ii. Upgradation of exclusive State Government AYUSH Hospitals and Dispensaries.
iii. Setting up of upto 50 bedded integrated AYUSH Hospital.
iv. Upgradation of State Government AYUSH Educational Institutions.
v. Setting up of new State Government AYUSH Educational Institutions in the State where it is not available in Government Sector.
vi. Strengthening of State Government/ Public Sector Undertaking (PSU) Ayurveda, Siddha, Unani and Homoeopathy (ASU&H) Pharmacies and Drug Testing Laboratories (DTL).
vii. Cultivation and Promotion of Medicinal Plants.
viii. Upgradation of Health facilities (AYUSH Dispensaries and Health sub-centers) into AYUSH Health and Wellness Centre under the Ayushman Bharat.
(b): Under NAM, an amount of Rs. 2609.32 crore has been released to the State /UT Governments for the promotion of AYUSH system of medicines from the year 2014-15 till date as per the proposal received from State Government through SAAPs. The details of the State/UT wise grant released are at Annexure-1.

For better implementation of Scheme, following steps have been taken by the Government to utilise the entire funds in a time bound manner:-
i. Regular Letters are written to States / UTs Government from Secretary (AYUSH), Joint Secretary and Under Secretary regarding implementation of the scheme and utilization of grant.
ii. Review meetings are conducted regularly under the Chairmanship of Joint Secretary (AYUSH) and Secretary regarding implementation of scheme and utilization of grant.
iii. Ministry has also developed a web portal for smooth implementation and monitoring of the Mission.
(c) & (d): Public Health is a state subject and setting up of AYUSH dispensaries, hospitals comes under the purview of respective State / UT Government. However, Ministry of AYUSH has a provision for financial assistance to setup of upto new 50 bedded integrated AYUSH Hospital under National AYUSH Mission (NAM).
