Question : Sakshar Bharat Mission

(a) whether the Sakshar Bharat Mission has not achieved the targets fixed during the last
three years;
(b) if so, the details of the target fixed and the success rate achieved during the last three
years across the country, State/ UT-wise including Rajasthan, Maharashtra and Uttar Pradesh;
(c) the number of women declared literate during the last three years, State/ UT-wise; and
(d) the details of the existing school buildings and community centres which are being used
as study centres for the night class, State-wise?

(a) & (b) No Sir. Under the Saakshar Bharat Mission, against the overall target of making 7
crore adult non-literates to be literates, around 7.64 crore learners successfully passed the
biannual Basic Literacy Assessment Tests conducted by National Institute of Open Schooling
between August, 2010 to March, 2018 and certified as literates.

A statement indicating State/UT-wise learners declared successful in the biannual
Basic Literacy Assessment Tests conducted by National Institute of Open Schooling between
August, 2010 to March, 2018 under Saakshar Bharat Mission, including Rajasthan,
Maharashtra and Uttar Pradesh is at Annexure-I.

(c) A statement indicating State/UT-wise number of women learners declared successful in the
biannual Basic Literacy Assessment Test conducted by NIOS under Saakshar Bharat Mission
during 2016-17 & 2017-18 is at Annexure-II. No assessment test has been conducted during
2018-19 as the Saakshar Bharat Programme was implemented upto 31.03.2018.
(d) No school buildings are being used as study centres for night class.
