(a) the details of technological training centres in the country to meet the technological changes upgradation to compete with the foreign manufacturers, State-wise and sector-wise;

(b) whether the Government has taken a decision to establish a technological training centre at Coimbatore industrial hub in Tamil Nadu to enhance the skill of employees; and

STATEMENT REFERRED TO IN REPLY TO PARAS (A) TO (C) OF LOK SABHA STARRED QUESTION NO. *301 TO BE ANSWERED ON 20.12.2021 ASKED BY SHRI NATARAJAN P.R REGARDING TECHNOLOGICAL TRAINING CENTRES

(a) There are no centres by the name of Technological Training Centre under Ministry of Skill Development and Entrepreneurship (MSDE). However, MSDE, through its various schemes such as Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and Craftsmen Training Scheme (CTS) is providing training to meet technological changes to compete with foreign manufacturers.

MSDE though Directorate General of Training (DGT) is implementing CTS scheme to provide long term training through 14,711 Industrial Training Institutes in 143 trades. State and sector wise details of ITIs are attached in Annexure I-(A) and Annexure I-(B). Further, to meet skilling requirements arising out of changes and upgradation in technology, DGT has rolled out new-age courses. Under PMKVY scheme, MSDE is providing skill training through its 17,850 training centres across various sectors including new age technology.

Skills Strengthening for Industrial Value Enhancement (STRIVE), a World Bank funded project for a total cost of Rs. 2200 crorewhich ensures outcome based funding, aims at creating awareness through industry clusters/ geographical chambers that would address the challenge of involvement of Micro, Small and Medium-sized Enterprises (MSMEs). The Project also aims at integrating and enhancing delivery quality of ITIs.
Ministry of Micro, Small and Medium Enterprises (MSME) Initiatives:
Ministry of Micro, Small and Medium Enterprises (MSME)through National Manufacturing Competitiveness Programme (NMCP) is supporting Micro, Small and Medium Enterprises (MSMEs) to develop global competitiveness. This program provides technological training through Tool Rooms (TR)/ Technology Centres (TCs). Some initiatives under this programme are mentioned below. Also, the details of such centres are mentioned in Annexure II.
(I) Tool Room & Technology Centers (TRs/TCs):

Ministry of Micro, Small and Medium Enterprises (MSME), Office of the Development Commissioner (MSME) in its endeavour to provide the right stimulus for the growth of the industry in the country – particularly with the objective of helping the micro, small and medium enterprises, has established 18TRs/TCs all over in India.

Out of these 18 TRs/TCs, 10 provide invaluable service to the Indian industry by way of precision tooling and providing well trained manpower in the area of tool and die making. Today, these TRs/TCs are highly proficient in mould and die making technology and promote precision and quality in the development and manufacture of sophisticated moulds, dies and tools. They are also abreast with the latest advancements in the field and periodically add new technology like CAD/CAM, CNC machining for Tooling, Vacuum Heat Treatment, Rapid Prototyping etc. These TRs/TCs are concentrating on an integrated development of the related segments of industries by way of providing quality tools, trained personnel and consultancy in tooling and related areas and even in manufacturing critical components of MSME products on their request.

The remaining 8TRs/TCs are product specific centres to look into MSMEs specific problems and render technical services, developed & upgraded technologies and training in specific product groups like Foundry & Forging, Electronics, Electrical Measuring Instruments, Fragrance & Flavour, Glass, Sport Shoes, and develop footwear designing to promote exports and provide training for manpower in footwear industry.
(II) Technology Centre Systems Programme (TCSP):

Ministry of MSME, Government of India, after taking an approval of CCEA in the meeting held on 27.03.2014 have started implementation of the “Technology Centre Systems Programme” (TCSP) under which (i) 15 new Technology Centres are to be established in the country and (ii) upgrading / modernizing of the existing TCs. The estimated cost of Rs. 2,200 crore including World Bank funding of USD 200 Million.

These Technology Centre are being established to assist MSMEs in their skilling and technological needs specially in high end technologies and are equipped with multiple cutting edge manufacturing technologies, such as CNC Machines, 3D Manufacturing/Additive Manufacturing, Laser / Ultrasonic machining, Robotics and Process Automation, Precision measurement/ Metrology equipment, for General Engineering and Automotive Sector, state-of-the art Electronics Manufacturing Facilities, Calibration and Testing Facilities for Electronic System Design and Manufacturing (ESDM) Sector. These Technology Centres will also provide skilled workforce to Industries by conducting training programme for youths. The network of these TCs under TCSP will support MSMEs with the following:
• Rapid absorption of latest technology: Enabling the MSMEs to access latest designing & manufacturing technologies to upgrade the processes and develop new products
• Readily available skilled workforce: Access to technically strong workforce with hands on experience on latest technology
• Improved Competitiveness of MSMEs: Enhanced network of TCs with latest technology will play important role in accelerating the growth of MSMEs in the manufacturing sector
• Promotion of Entrepreneurship & Innovation: TCs to support a conducive environment for entrepreneurs with incubation services, access to finance, technologies and skills.

(III) Technology Centres Extension Centres (TC-EC):

To increase the outreach of Technology Centres Extension Centres of the Ministry, Government has approved a scheme, “Establishment of New Technology Centres / Extension Centres”, for enhancing competitiveness of MSME sector by establishing 20 new Technology Centres (TCs) and 100 Extension Centres (ECs) across the country at a cost of Rs 6000 Crore.

Production Linked Incentive (PLI) Scheme
Government has approved Production Linked Incentive (PLI) Scheme for Textiles. With this, India is poised to regain its dominance in Global Textiles Trade Leveraging Economies of Scale, the scheme will help:

• Indian companies to emerge as Global Champions
• Help create additional employment of over 7.5 lakh people directly and several lakhs more for supporting activities
• Scheme will also pave the way for participation of women in large numbers
• Incentives worth Rs. 10,683 crore will be provided to industry over five years
It is expected that this scheme will result in fresh investment of above Rs 19,000 crore and additional production turnover of over Rs.3 lakh crore in five years. There is higher priority for investment in Aspirational Districts & Tier 3/4 towns
Apart from above initiatives, various Sector Skill Councils (SSCs) are participating in Skill India Program through technological training centres.
(b) Yes; Government has already funded technical training centres in Coimbatore.
(c) MSDE through the network of 494 ITIs in Tamil Nadu State is providing technical skill to youth in 89 different trades. In the Coimbatore District, Technological Training is being provided at 19 ITIs (3 Govt and 16 Pvt) in 32 trades. Further, DGT under STRIVE Scheme has approved Coimbatore District Small Scale Industries Association (CODISSIA) as an Industry Cluster. Amount of 40 Lakh has been released under this scheme to the mentioned industry Cluster.
