Question : Collection of Land Ownership Data

(a) whether the Government has made any attempts to collect gender dis-aggregated data on land ownership, particularly agricultural land and if so, the details thereof, if not, the reasons therefor;

(b) whether the Government has taken any steps to provide more security to women farmers by encouraging their ownership of land;

(c) if so, the details thereof, if not, the reasons therefor;

(d) whether the Government has made any attempts to promote or incentivize joint-titles for agricultural land to provide women farmers more security and if so, the details thereof;

(e) whether the Government has taken any steps to promote women''s farmer''s collectives and if so, the details thereof;

(f) whether the Government has considered de-linking farmer''s entitlements from their ownership of land that may improve the ownership of land by women farmers and if so, the details thereof?

(a): As per the information collected in Agriculture Census 2015-16, number of male and female operational holders in the country were about 125.75 million and 20.44 million respectively.

(b) to (d): The subject ‘Land’ and its management falls under the legislative and administrative jurisdiction of States. Each State has its own State-specific Revenue Laws to deal with ‘Land’ and matters related thereto. The decision to promote or incentivize joint-titles for agricultural land and to promote ownership of land by women has to be taken by States under the relevant State Government laws.

(e): To promote the collectives of farmers including women farmers, Department of Agriculture & Farmers Welfare (DA&FW) has launched a scheme for Formation and Promotion of 10,000 Farmer Producer Organisations (FPOs). Further, to avail the benefits of Equity Grant under this scheme, there is a provision of having at least one women director in the board of beneficiary FPOs).

(f): The Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) Scheme is a gender neutral scheme and at present landholding is the primary eligibility criterion to get benefits under the scheme.
