Question : Requirement of Trained Drivers

(a) whether the Government is aware that there has been a rapid rise in requirement of trained drivers due to rising number of taxi services in the country and if so, the details thereof;

(b) whether the number of cases of accidents has been rising due to non-fulfilment of the said requirement and if so, the details thereof;

(c) whether the Government proposes to set up motor driving schools in the district headquarters across the country, particularly in regard to Madhya Pradesh with a view to resolve the problem of rising number of accidents; and

(d) if so, the detailed roadmap prepared in this regard?

(a) to ( b) The causative analysis of various road accident studies carried out in the past shows that majority of road accidents occur due to driver’s fault. The report of year 2016 as per data received from the police department of the States/UTs indicates that 84% of all road accidents were due to the fault of the drivers. The no. of accident cases involving drivers without valid driving licence in the calendar year 2017 are 48,503 (around 10% of total accidents).

(c) to (d) Yes Sir, Ministry has launched a Scheme named as “Scheme for setting up of Driving Training Centers(DTC) at District level in FY 2017-18 to provide quality training to commercial vehicle drivers, improve road and environment safety and strengthen overall mobility on roads. Under this scheme any legal entity registered under Central/State Government law from States/UTs is eligible to apply. Besides, the Ministry also implements scheme of Institute of Driving Training and Research (IDTR) and Regional Driving Training centers (RDTC). Under these two schemes financial assistance is provided to States/UTs for setting up of IDTR and RDTC.
