Question : Setting up of Industrial Units in FPIs

(a) whether Food Processing Industry(FPI) is a key sector that would help the country in achieving its target of a five trillion-dollar economy;

(b) if so, whether despite several policy challenges the food processing industry is moving with a steady pace, if so, the details thereof;

(c) whether there is high scope for setting up of industrial units for primary/minimal processing, juice concentrate, jams, jellies and marmalade;

(d) if so, the steps taken by the Government to set up industrial units to harness the high scope along with the success achieved in this regard so far;

(e) whether the Government has classified States particularly Odisha into various agro climatic zones; and

(f) if so, the details of the food processing units identified for setting up to harness the high scope, State-wise?

(a) & (b): Food processing sector is an important component of manufacturing sector in India. Despite certain challenges afflicting the food processing sector, there has been significant growth in the gross value addition (GVA) by food processing sector from Rs 1.34 Lakh Crore in 2014-15 to Rs 2.24 Lakh Crore in 2019-20 (at 2011-12 prices). The GVA of the sector constituted 9.87 per cent and 11.38 per cent of the GVA in Manufacturing and Agriculture sectors respectively during 2019-20.

(c) to (f): Considering the potential for setting up of the food processing units in the country, Ministry of Food Processing is implementing the Creation/ Expansion of Food Processing/ Preservation Capacities(CEFPPC)/ Unit scheme, a demand-driven scheme under the PM-Kisan SAMPADA Yojana (PMKSY), for creation of processing and preservation capacities and modernisation/ expansion of existing food processing units. The Scheme provides grants-in-aid @35% of eligible project cost in general areas and @50% of eligible project cost in the North East States including Sikkim and difficult areas namely Himalayan States, State notified Integrated Tribal Development Project (ITDP) areas & Islands subject to maximum of Rs. 5.00 crore per project.
The Ministry is also implementing a new Centrally Sponsored Scheme, PM- Formulisation of Micro Food Processing Enterprises (PM-FME) for providing financial, business and technical assistance to 2 lakh micro food processing enterprises. The scheme has adopted the One District One Product (ODOP) approach. 137 unique products from 710 districts of 35 States/ UTs have been approved by the Ministry.

The State-wise details of the food processing units assisted under CEFPPC Scheme and PMFME scheme are given at Annexure.

There are 15 Agro-climatic Regions in India and Odisha comes under 2 Agro-climatic Regions namely, Eastern Plateau & Hill Region and East Coast Plains & Hill Region.
