Question : CONSTITUTION OF NMDFC



(a) the States where the Minorities Development and Finance Corporation (NMDFC) has not yet been constituted alongwith the reasons therefor, State-wise;

(b) the estimated loss of Central assistance on this account;

(c) whether this has resulted in a setback for minority welfare works in these States;

(d) if so, the reaction of the Government thereto; and

(e) the steps taken to accelerate the pace for constitution of NMDFC in these States?

(a): As per information available, State Minorities and Development Finance Corporations have not been set up in the States of Madhya Pradesh, Odisha, Jharkhand, Punjab, Haryana, Chhattisgarh, Jammu & Kashmir, Manipur, Nagaland, Goa, Arunachal Pradesh, Mizoram, Meghalaya and Sikkim. The constitution of State Minorities Development and Finance Corporation is the prerogative of the State Governments.

(b) to (d): The National Minorities Development and Finance Corporation (NMDFC) was set up in 1994 as a national apex organization and implements its schemes through 38 State Channelising Agencies (SCAs) nominated by the respective State Governments / UT Administrations. Of these 38 SCAs, 14 SCAs are State Minorities Development and Finance Corporations. There has been no loss of Central assistance or setback for minority welfare work in the States / UTs where Minorities Development and Finance Corporations have not been set up as the existing SCAs implement the schemes of NMDFC.
