Question : Poverty Alleviation

WILL THE MINISTER OF HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether the Government has allocated funds for alleviation of poverty in urban areas like Delhi and NCR, Ambedkar Nagar, UP;
(b) if so, the allocation, utilization and unspent balance for the last three years, area and State-wise;
(c) if not, the reasons therefor, and
(d) the details of important steps taken and financial/legal constraints for completion of the aforesaid project, if any?

(a) The Ministry of Housing & Urban Affairs has been implementing Deendayal Antyodaya Yojana — National Urban Livelihoods Mission (DAY-NULM) to reduce poverty and vulnerability of urban poor households. The Mission covers all statutory towns in the country decided by the State/UT as per the local need and capability. Funds are allocated to States/UTs for implementation of the Mission.

(b) A statement showing details of funds allocated, utilised and unspent balance in respect of States/UTs for the last three years (2014-15 to 2016-17) under DAY-NULM is at Annexure.

(c) Does not arise

(d) Progress of the Mission is monitored through Monthly Progress Reports (MPRs) submitted online by the States/UTs, Video conferences and review visits to the States/UTs. Regular reviews are also done at the level of Hon’ble Minister of State (I/C) and Secretary. Written communications are also being sent to the States/UTs to enable effective implementation of DAY-NULM. Handholding of the States/UTs is done through the Mission experts at the national level. Whatsapp groups have been formed with the States/UTs for resolution of issues being faced by them as well as sharing of good practices amongst the States/UTs.
