Question : Continuation of Sarva Shiksha Abhiyan

(a) whether it is a fact that no new school was opened under the Sarva Shiksha Abhiyan during the last two years in the country, particularly, in Maharashtra and if so, the reasons therefor;
(b) whether the Government proposes to continue the Sarva Shiksha Abhiyan and if so, the details thereof including the new programmes likely to be launched next year;
(c) the details of funds released by the Government for SSA during the last three years and current year, State/UT and year-wise;
(d) whether the Government has reduced its share in implementation of the Sarva Shiksha Abhiyan throughout the country and if so, the reasons therefor; and
(e) whether the Government proposes to constitute any Committee for sanctioning the construction work being carried out under the Sarva Shiksha Abhiyan and if so, the details thereof?

(a): No, Madam. Under the Sarva Shiksha Abhiyan (SSA), 1734 schools including 3 in Maharashtra were opened in the country during the last two years.
(b): SSA is an ongoing Centrally Sponsored Scheme with Gross Budgetary Support of Rs. 1,92,726 crores for the Twelfth Plan (2012-13 to 2016-17) as worked out by the then Planning Commission in consultation with Ministry of Finance.
(c): The details of funds released by the Central Government under SSA during the last three years, State/UT-wise and year-wise are at Annexure. There has been no release during the current year till date.

(d): The fund sharing pattern between the Central and State Governments for SSA was in the ratio of 65:35, except for the North Eastern States for which the ratio was 90:10 from 2010-11 to 2014-15. The fund sharing pattern has been revised in 2015-16 to the ratio of 60:40 between Centre and States except for the 8 North-Eastern States viz. Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim & Tripura and 3 Himalayan States viz. Jammu & Kashmir, Himachal Pradesh & Uttrakhand where the ratio is 90:10. The Central Government funds 100% in case of Union Territories for SSA with effect from 2015-16. The revision has been done on the basis of the report of the Sub-Group of Chief Ministers on Rationalization of Centrally Sponsored Schemes constituted by the National Institution for Transforming India (NITI) Aayog.

(e): No, Madam. The Annual Work Plan and Budget proposals under SSA for States/UTs, including civil works, are appraised and approved by the Project Approval Board (PAB) constituted for the purpose.
