Question : Funds for Construction of Social Welfare Hostels

(a) whether the Government has any scheme for providing financial assistance for construction of Social Welfare Hostels in the States and if so, the details thereof;

(b) whether the State Government of Telangana has requested the Union Government for release of funds for construction of thirteen Social Welfare Hostels in the State;

(c) if so, the details thereof; and

(d) whether any decision has been taken by the Government for release of funds at the earliest and if so, the details thereof?

(a): Yes Madam, Ministry of Social Justice and Empowerment is implementing the following two Centrally Sponsored schemes for providing financial assistance for construction of hostels, namely, (i) Babu Jagjivan Ram Chhatrawas Yojna (BJRCY) for SC Boys and Girls; and (ii) Construction of Hostels for OBC Boys and Girls. The details of the schemes are at Annexure-I.
(b) to (d) : No Madam, this Ministry has not received any request for construction of 13 Social Welfare Hostels in Telangana from the State Government.

However, a proposal for construction of 29 Scheduled Caste (SC) girls’ hostels by Telangana Social Welfare Residential Educational Institutions Society (TSWREIS), Hyderabad was received during 2016-17 through the State Government of Telangana under the Scheme, Babu Jagjivan Ram Chhatrawas Yojna (BJRCY). However, the proposal was not found a fit case for consideration under the extant provisions of the scheme, BJRCY. The same has been communicated to the State Government. The details of proposal received under Babu Jagjivan Ram Chhatrawas Yojna (BJRCY) are at Annexure-II.

As regards hostels for Other Backward Classes (OBCs), proposals for construction of 31 hostels accommodating 3100 inmates were received through the State Government of Telangana in 2016-17 under the “Centrally Sponsored Scheme of Construction of Hostels for OBC Boys and Girls”. However, the proposals received from the State Government of Telangana were incomplete. In the absence of complete proposals, the same could not be sanctioned and the State Government of Telangana has been informed accordingly.
