Question : Implementation of Forest Right Act-2006

(a) the current status of the implementation of the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2003;
(b) whether the Government has received complaints about the distribution of ownership documents in the implementation of the said Act;
(c) if so, the details thereof; and
(d) the State-wise details of the follow up action taken by the Government thereof?

Answer given by the minister

(a): The implementation of forest rights under the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 and recognition of forest rights thereunder is a continuous activity and is implemented by the State Governments.

(b) to (d): As per the provisions of the Act and Rules framed thereunder, the onus of implementation of the Act lies at the level of the State/UT Governments. The complaints received by the Ministry, if any are sent to respective State Governments since they are responsible for the implementation of the Act. The Ministry maintains a regular monitoring of the progress in the recognition of rights and vesting of titles across all the States/UTs in the form of Monthly Progress Report (MPR) which is also published on the website of the Ministry.
