Question : Nehru Yuva Kendra Sangathan

(a) whether the Government proposes to bring any changes
in the programmes and structure of Nehru Yuva Kendra
Sangathan;
(b) if so, the details and the objectives thereof;
(c) the details of the funds allocated/ released and utilised
for Nehru Yuva Kendras (NYKs) during each of the last
three years and the current year, State/UT-wise including
Rajasthan and Maharashtra;
(d) whether the Government has assessed/evaluated the
performance of the NYKs and if so, the details and the
outcome thereof along with the remedial steps taken by
the Government to improve the performance of NYKs;
and
(e) whether these NYKs have been working on employment
oriented programme in the country and if so, the details
thereof, State/UT-wise including Rajasthan?

(a) and (b): Yes, Madam. The structure of programmes of Nehru
Yuva Kendra Sangathan (NYKS) is revised from time to time,
so that NYKS can effectively meet the basic objective of
developing the personality and leadership qualities of the
youth and involving them in nation-building activities. The
feedback of field functionaries is taken into account while
revising the programmes. An Annual Action Plan is prepared
every year and programmes are implemented as per the Plan.
(c): State/ UT-wise details of funds provided by NYKS to its field
offices and expenditure reported during current year and last
three years are placed at Annexure–I.
(d): Yes, evaluation of NYKS was entrusted to an independent
evaluation agency during 2014-15 by the Ministry. The
deficiencies identified and recommendations by the evaluating
agency are summarised and are placed at Annexure – II.
(e): As mentioned earlier, the primary mandate of NYKS is to
develop the personality and leadership qualities of the youth,
especially village youth and to involve them in nation-building
activities. Implementation of employment-oriented
programmes is not the mandate of NYKS. However,
development of personality and leadership qualities of youth
improves their employability as well.
