Question : BCPL IN ASSAM



(a) the present status of works carried out for completing the Brahmaputra Cracker & Polymer Limited (BCPL) Project, Assam and the time by which the said project is likely to be completed;

(b) the number of vacancies and the total number of employees appointed so far for the operation of BCPL along with the total budget of the BCPL project;

(c) whether the Government has set any Committee to look after the works of BCPL and if so, the details thereof;

(d) the name of products to be produced by the BCPL and the details of plans to set up downstream industry in Assam to use the by-products of the BCPL; and

(e) whether the Government proposes to encourage employment of the unemployed youth of Assam through BCPL and if so, the details thereof?

(a) As on 15.03.2015. the cumulative physical progress of Brahmaputra Cracker & Polymer Limited (BCPL) Project is 99 5% and the construction progress achieved is 98.7%. The mechanical completion of all the units at Lepetkata has been achieved The said project is targeted to be completed by June. 2015.

(b) Total number of vacancies in Brahmaputra Cracker and Polymer Limited (BCPL) is 685. The total numbers of employees appointed so far are 432. Further, 51 offers of appointment have been issued to the candidates who are yet to join. Approved cost of the BCPL Project is Rs.8920 crore.

(c) Yes Sir. A Monitoring Committee has been formed under the chairmanship of Secretary (Chemicals & Petrochemicals) to monitor the progress of the implementation of the project The representatives from Department of Chemicals and Petrochemicals, and promoters of the company viz.. Government of Assam, GAIL (India) Limited. Numaligarh Refinery Limited and Oil India Limited are the members of the Monitoring Committee.

(d) The project has a capacity to produce 2.20 lakh tonne per annum (TPA) of High Density Polyethylene (HDPE) / Linear Low Density Polyethylene (LLDPE) and 60,000 TPA Polypropylene (PP). The Plastic Park in Tinsukia, Assam has been approved under the Scheme for setting up of Plastic Parks. In addition, Brahmaputra Cracker and Polymer Limited and GAIL (India) Limited have organized awareness programmes for developments of downstream industries in North Eastern Region for local consumption of products and by- products of BCPL Project.

(e) BCPL is encouraging employment of local youth through constructive skill development programmes to enhance their skill sets and em payability.
