Question : INCLUSION OF CASTES IN SCS AND OBCS LISTS



(a) whether the Government lias received recommendations from various State Governments for inclusion of more castes including Navithan, Vannan and Namoshudra in the lists of Scheduled Castes (SCs) and Other Backward Classes (OBCs);

(b) If so,the details of castes recommended for inclusion, State-wise and community-wise; and

(c) the action taken by the Government based on those recommendations?

(a) to (c) Yes Sir, in 2008-09, recommendations have been received from the State Government of Chhattisgarh, Madhya Pradesh and Orissa for inclusion of five communities in the lists of Scheduled Castes (SCs). These recommendations have been processed in accordance with the approved modalities. Proposal for inclusion of Navithan, Vannan and Namoshudra communities in the lists of SCs, has not been received during 2008-09. However, in 2002, Government of Uttarakhand had recommended inclusion of Namasudra community in the list of SCs in Uttarakhand. The case has been processed in accordance with approved modalities.

Requests for inclusion of eight castes in the Central List of Other Backward Classes (OBCs) have been received from State Governments of Jammu and Kashmir, Sikkim, Tamil Nadu and Karnataka, in 2008-09.These requests have been forwarded to the National Commission for Backward Classes (NCBC) for appropriate action. The details are given in the Annexure.

The NCBC has, however, not received any proposal/ recommendation for inclusion of Navithan, Vannan and Namoshudra castes in the Central List of OBCs, during 2008-09.
