(a) the number of Safai Karamcharis appointed in different departments of the Central Government during the last three years and the current year;
(b) the number of seats reserved for each category i.e. General, OBC, SC and ST for the posts of Safai Karamcharis filled during the above period;
(c) whether the reserved seats in the post of Safai Karamcharis could not be filled up for any category; and
(d) if so, the reasons therefor and the steps taken by the Government in this regard?

(a) & (b): In pursuance of Department of Personnel and Training’s Office Memorandum Number AB-14017/6/2009-Estt.(RR) dated 30.04.2010, all the earstwhile Group D employees/posts including Safai Karamcharis have been merged into Group ‘C’ in the pay Band-1 with Grade Pay of Rs. 1800.
There is reservation of 15% for the members of the Scheduled Castes, 7.5% for members of the Scheduled Tribes and 27% for the members of the Other Backward Classes in the matter of appointment.

(c) & (d): As per instructions, if sufficient number of suitable SC/ST/OBC candidates do not become available to fill up the vacancies reserved for them in the first attempt of recruitment, a second attempt should be made for recruiting suitable candidates belonging to the concerned category in the same recruitment year or as early as possible before the next recruitment year so that the backlog reserved vacancies are not created. If, even after making such efforts, the reserved vacancies are not filled and backlog reserved vacancies are carried forward to the subsequent recruitment year, concerted efforts should be made to fill up the backlog reserved vacancies as soon as possible.
