Question : Achievements of NEC

(a) the details of schemes/programmes undertaken by the North Eastern Council (NEC), State-wise;
(b) the details of funds approved and spent by NEC in the last three years and the current year on schemes and projects, State-wise;
(c) the details of achievements of NEC during the said period, State-wise; and
(d) the number of applications received, projects sanctioned, funds allocated and utilised under the Non-Lapsable Central Pool of Resources (NLCPR) during each of the last three years and the current year, State and year-wise?

(a) A total number of 628 projects at approved cost of Rs.5427.24 crore have been undertaken by North Eastern Council (NEC) in all the eight States of North East, till date. An amount of Rs.1725.41 crore has also been approved for 157 projects, which have been undertaken under agencies other than the State Governments of the North East States. The details are at Annexure-I.

(b) Budget allocation of Rs.3394.10 crore has been made in the last three years and the current financial year and the total expenditure incurred is Rs.2936.09 crore in these years (till November, 2017). The State-wise/year-wise details of the same are at Annexure-II.

(c) A total number of 284 projects at an amount of Rs.2011.03 crore, undertaken by NEC, have been completed in last three years and the current financial year, till November, 2017 and total 430 numbers of projects for an amount of Rs.3210.39 crore have been sanctioned in these years. The State-wise/year-wise details of these projects are at Annexure-III.

(d) A total number of 126 projects at an amount of Rs.2992.12 crore have been sanctioned under Non-Lapsable Central Pool of Resources (NLCPR) scheme of Ministry of Development of North Eastern Region during the last three years and current financial year (details at Annexure-IV). An amount of Rs.2549.67 crore has been released and Utilization Certificates for an amount of Rs.2668.05 crore have been received during these years (details at Annexure-V and Annexure-VI respectively).
