Question : Contractual Basis in FSSAI

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government has conducted examination for filling up the vacancies in FSSAI, if so, the details thereof;

(b) whether the selected persons are likely to replace the contractual staff, if so, the details thereof;
(c) whether the Government is also considering to conduct examination of contractual employees in order to regularize them, if so, the details thereof and if not, the reasons therefor; and

(d) whether the Government is considering absorbing the contractual employees on permanent basis in FSSAI without examination, if so, the details thereof and if not, the reasons therefor?

(a): Yes. Food Safety and Standards Authority of India (FSSAI) advertised a total 307 vacancies for selection at various levels vide Advt. DR-01/2019, DR-02/2019, DR-03/2019. The process of scrutiny/Computer Based Test/Written examination to fill up these vacancies has already been completed.

(b) & (c): In absence of Recruitment Regulations, the FSSAI had hired the services of contractual staff to meet the functional requirements. With notification of the Food Safety and Standards (Recruitment & Appointment) Regulations on 01.10.2018, the Contractual employees are also required to participate in normal recruitment process. However, all persons, who were working in FSSAI on contract basis on the date of notification of Food Safety and Standards Authority of India (Recruitment & Appointment) Regulations, 2018 have been given relaxation in the upper age limit specified for direct recruitment and also weightage in selection as per provisions of the said Regulations. Therefore, no separate examination only for contractual employees for their regularisation is under consideration.

(d): No. There is no such proposal. There is no provision for absorption of persons working on contract basis in the Food Safety and Standards Authority of India (Recruitment & Appointment) Regulations, 2018.
