Question : DHABOL COGENTRIX POWER PROJECT



(a) the present status of Dhabol power project in Maharashtra and Cogentrix power project in Karnataka;

(b) the number of power companies that have withdrawn in executing the power projects after they obtained requisite permission from Ministry of Power and other departments; and

(c) the names of private power projects that have started the work after obtaining permission, State-wise?

(a) : The present status of these projects is indicated below:-
DABHOL COMBINED CYCLE POWER PROJECT (2184 MW)

The project has obtained all the necessary clearances including Techno-Economic Clearance (TEC) of the Central Electricity Authority (CEA). Phase-I (740 MW) has been issued counter guarantee by the Government of India (GOI). The Phase-I project has already achieved financial closure and is fully commissioned. Phase-II (1444 MW) is not envisaged for issue of GOI counter guarantee. Phase-II has also achieved financial closure and is presently under construction.

MANGALORE THERMAL POWER PROJECT (1013.2 MW)

This project being developed by the Mangalore Power Company has tied up most of the required inputs/clearances including the TEC of CEA. On December 22, 1999, GOI has taken decision to issue counter guarantee to this project subject to certain conditions. The decision has been communicated to the Government of Karnataka (GOK) whose response has not so far been received. Meanwhile, M/s. Cogentrix Energy Inc. have transferred their interests in the Mangalore power project and Mangalore Power Company to their partner in the company. M/s. China Light

(Mauritius) Ltd. GOK have informed that M/s. CLP Power International propose to implement the Mangalore power project by choosing an Indian partner with 30% equity in the Mangalore power Company. CLP Power International would retain atleast 50% shareholding. Other issues such as legal aspects regarding change in the partnership of Mangalore Power Company, amendments to Power Purchase Agreement conditions laid down by the GOI for counter guarantee etc. are being examined by GOK.

(b) : As per information available, among the various private sector power projects accorded TEC by CEA, M/s. Cogentrix Energy Inc. is the only promoting company that has withdrawn from the project.

(c) : As per information available, the following private sector power projects accorded TEC by CEA have been commissioned/ started construction:-
