(a) and (b) The Motor Vehicles (Amendment) Act, 2019 which has been recently passed by the Parliament inserted new section 2 (1A) in the Motor Vehicles Act, 1988 which provides for definition of “aggregator” as a digital intermediary or market place for a passenger to connect with a driver for the purpose of transportation. Further, The Motor Vehicles (Amendment) Act, 2019 has provisions for license to be issued by the State Government and such aggregators are subject to compliance of guidelines issued by the Central Government, the Information Technology Act 2000 and, rules and regulations made thereunder. Further also, the Motor Vehicles (Amendment) Act, 2019 provides for penalty for contravention of rules or conditions of licence.
