Question : CONSTITUTION OF COMMITTEES TO MONITOR IMPLEMENTATION OF SCHEMES



(a) Whether the Government has constituted vigilance/monitoring committees in all the districts to monitor implementation of various rural development schemes ;

(b) If so, the details thereof ;

(c)Whether the Government has received complaints that the concerned District Magistrate do not attend such meetings and send their representatives particularly in the State of Maharasthra, Uttar Pradesh and Gujarat ;

(d) If so, the details of such cases noticed during the last three years and current year in each State of the country indicating the action taken in the matter ;

(e)Whether the Government proposes to bring some changes in the said committees ; and

(f) If so, the details thereof ?

MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRIMATI SURYAKANTA PATIL)

(a)&(b) Instructions were issued by the Ministry of Rural Development in October, 2004 to reconstitute the Vigilance & Monitoring Committees in all Districts of the country.With the issue of these instructions all such Committees stand reconstituted.

(c)&(d) Two complaints were received from Members of Parliament that the District Collector/District Magistrate did not attend the meeting of the District level Vigilance & Monitoring Committees. The details of these two cases and the action taken in the matter are given in the enclosed statement at Annex. – I.

Complaints on not attending the meetings by the District Magistrates from the States of Maharashtra, Uttar Pradesh and Gujarat have not been received in the Ministry.
