(a) whether the Government has revised the centrally sponsored scheme of hostels for ST girls and boys; and

(b) if so, the details thereof alongwith the amount spent during the last one year and current year?

(a) : Yes, Sir.

(b): The scheme has been revised with effect from the financial year 2008-09 (w.e.f. 1.4.2008). Under the revised scheme, State Governments are eligible for 100% central share for construction of all ST Girls’ hostels and also for construction of ST Boys’ hostels in naxal-affected areas (identified by Ministry of Home Affairs from time to time). The funding pattern for the other Boys’ Hostels to State Governments is on 50:50 basis. In case of Union Territories, the Central Government bears the entire cost of construction of both Boys’ and Girls’ hostels. Hostels for Vocational Training Centres (VTCs) for ST Girls and Boys will also be funded on the same criteria as other hostels. Members of Parliament could also provide funds as a substitute of State share from their MPLAD scheme for this purpose. Maintenance of the hostel is the responsibility of the concerned States/Union Territories. The hostels may be for primary, middle, secondary, college or university level education. During last financial year (2007-08), an amount of Rs. 37.00 crore was released to various State Governments/Union Territories under the scheme. Out of the budget allocation of Rs. 66.00 crore for the current year, till date Rs.22.21 crore has been released to various States.
