Question : Skill Development

(a) whether Skill Development, as a right, has been enacted in some States in the country and if so, the details thereof;

(b) whether the Government is now planning to make skill training a fundamental right guaranteed by the Constitution and if so, the details thereof and the objective behind this move;

(c) whether the proposed right will task State Governments with the responsibility of imparting vocational training through special universities;

(d) if so, whether the Union Government will set up regulatory body to oversee the universities, colleges and institutes and integrate them to make result oriented; and

(e) if so, the details thereof along with the other steps taken/being taken by the Government to boost skill development in the country?

Answer given by the minister

(a) Chhattisgarh is the first and the only State in the Country that has enacted ‘Right of Youth to Skill Development Act’.

(b) No, Madam. There is no such proposal at present.

(c) to (e) Does not arise in view of (b) above.
