Question : INDIAN SYSTEM OF MEDICINE AND HOMOEOPATHY CADRE



(a) whether the Government have constituted ISM &H cadre for the physicians of ISM&H working in the Ministry of Health & Family Welfare and CGHS, as recommended by the Tikku Committee in 1990 and the Fifth Central Pay Commission in 1996;

(b) if so, the details thereof;

(c) if not, the reasons therefor; and

(d) the action taken/proposed to be taken in this regard?

The Tikku Committee and the Fifth Central Pay Commission made 15 recommendations for the Constitution of a separate service for ISM&H physicians, improvement of service conditions, parity with allopathic doctors in promotional avenues and grant of various allowances. Out of these 15 recommendations, 13 have been accepted and implemented by the Government. Regarding the constitution of an ISM & H cadre, a view has been taken to constitute a separate cadre of ISM& H physicians working in the Ministry of Health & Family Welfare for which steps have been initiated. It is envisaged that there will be sub-cadre for the different systems viz Ayurveda, Homoeopathy, Unani & Siddha. Conversion of certain percentage of senior duty posts to non-functional selection grade is being pursued with the appropriate authorities.
