Question : FUNDS FOR THE ECONOMICALLY BACKWARD CLASSES



(a) whether his Ministry has failed to fully utilize the funds sanctioned during the last year and current year till date for the welfare of the economically backward people (BPL);

(b) if so, the reasons therefor;

(c) whether the funds remain unutilized have been spent for other purporses;

(d) whether the Government have formulated any scheme to ensure the proper utilization of the funds sanctioned for the said purpose during the current financial year; and

(e) if so, the details thereof?

(a) to (e) This Ministry administers welfare schemes and programmes for educational, social and economic development of the Scheduled Castes, Other Backward Classes and Minorities through State governments and to a small extent through voluntary agencies. Utilization of funds, therefore is dependent upon the progress and pace of implementation of the schemes by the State Governments and additional funds are released to the States on proper utilization of the funds released earlier. The Ministry follows up with the State Governments and monitors full and proper utilization of the funds released to the States so that the Ministry may be able to release additional funds to them for the welfare of Scheduled Castes, Other Backward Classes and the Minorities.
