Question : DRAINAGE IN COASTAL AREAS



(a) whether the Government has taken note of lack of effective drainage clearance in the coastal regions of the country;

(b) if so, the details thereof and the specific steps being taken for clearance of drainage congestion in the coastal areas;

(c) whether the Government has received proposals from various States in this regard and if so, the details thereof; and

(d) the follow-up action taken thereon?

STATEMENT REFERRED TO IN REPLY TO PARTS (A) TO (D) OF STARRED QUESTION No. 324 TO BE ANSWERED ON 19.03.2015 REGARDING “DRAINAGE IN COASTAL AREAS”.

(a)&(b) The measures for drainage clearance being within the purview of the States, related schemes are formulated and implemented by the concerned State Governments. The Central Government, however, supplements the efforts of the States by providing technical, advisory and financial support for mea- sures in critical areas. The Government of India had launched a Flood Management Programme (FMP) in XI Plan for providing central assistance to State Governments for undertaking measures of flood mana- gement, anti-sea erosion which inter-alia include measures for removal of drainage congestion. In October, 2013, Cabinet approved continuation of FMP in XII Plan with an outlay of Rs. 10,000 crore.

(c)&(d) A total of 40 proposals/ projects amounting to Rs. 118.10 crore for drainage clearance in the States of Odisha and Goa had been included under Flood Management Programme and a central assistance of Rs. 55.54 crore has been released since the XI Plan as per details given below:
