Question : COMMISSION FOR PROTECTION OF CHILD RIGHTS



(a) whether a large number of States / Union Territories have not yet constituted the State Commission for Protection of Child Rights (SCPCR) in the country;

(b) if so, the names of the States / UTs which have yet to set up the SCPCR and the reasons therefor along with the time by which SCPCR are likely to be set up in all the States/ UTs of the country;

(c) whether the Government has issued any guidelines/ directions to the States/ UTs in this regard, if so, the details thereof and the response of the States / UTs thereto; and

(d) the other steps taken/being taken by the Government for setting up of SCPCR in all the States/ UTs of the country?

(a) No Madam. Out of 29 States and 7 Union Territories in the country, 27 States and 5 UTs have set up the State Commission for Protection of Child Rights (SCPCR).

(b) Telangana is the only State and Andaman & Nicobar and Daman & Diu the two UTs yet to set up the SCPCR. The Commission for Protection of Child Rights (CPCR) Act, 2005 is not applicable to the State of Jammu and Kashmir.

(c) & (d): The Government of India is constantly following up with the remaining State and UT Administration to set up the SCPCRs in their respective State/ UTs.
