Question : Mission Organic Development Initiative of Ladakh

(a) whether the Government is considering Mission Organic Development Initiative of Ladakh (MODI) policy passed by Ladakh Autonomous Hill Development Council, Leh and already submitted to the Minister for Agriculture and Farmers Welfare for its approval and funding;

(b) if so, the details thereof;

(c) if not, the reasons therefor;

(d) whether the Government has any plans to create awareness for already issued soil health cards to the farmers of Ladakh;

(e) if so, the details thereof ;

(f) if not, the reasons therefor; and

(g) whether the Government plans for setting the crop type to Rabi Crops only for the Ladakh region under the Pradhan Mantri Fasal Bima Yojana?

(a) to (c): The Special General Council of Ladakh Autonomous Hill Development Council, Leh in its meeting held on 9th March, 2019 approved the policy , strategy and action Plan of “Mission Organic Development Initiative of Ladakh (MODI)”. Government of India has not received any request from Ladakh Autonomous Hill Development Council for financial assistance of MODI.

Two organic clusters (40 ha) were taken up in Ladakh region out of 28 clusters allocated to Jammu & Kashmir in 2015-16 under PKVY. Government of India approved 10 PKVY-Model Cluster Demonstrations (200 ha) in Leh Ladakh in November, 2019 for promotion of Sea-buckthorn crop in the region to be implemented through Sikkim State Organic Certification Agency (SOCA).

(d) to (f): under Soil Health Card Scheme, 8367 demonstrations and 310 farmer melas have been sanctioned to Jammu and Kashmir including Ladakh during the current financial year 2019-20. Detail of farmer melas / fair and demonstration conducted for the farmers of Ladakh is as:
(i) Farmers fair/mela - 25 Nos (for 25 villages)
(ii) Demonstrations - 409

(g): Ladakh administration is free to opt for crops in either Kharif / Rabi or for crops in both seasons as per Operational Guidelines of Pradhan Mantri Fasal Bima Yojana
