Question : Coastal Zone Management Plan

(a) the present status of the Coastal Zone Management Plan (CZMP) in respect of Coastal States/UTs in the country;
(b) the programmes/projects proposed to be taken up under the CZMP in each of the coastal States/UTs including Odisha and Lakshadweep;
(c) the manner in which implementation of the CZMP is likely to be beneficial for the coastal States/UTs; and
(d) the assistance, including financial or otherwise likely to be provided by the Government in this regard?

(a) to (c): Coastal Zone Management Plans (CZMPs) of coastal States and Union Territories (UTs) approved by the Government of India in 1996 are in force till January, 2017. The Coastal Regulation Zone (CRZ) Notification, 2011 and Islands Protection Zone (IPZ) Notification, 2011 mandate preparation of revised CZMPs for coastal States and UTs. To facilitate preparation of CZMPs, the National Centre for Sustainable Coastal Management (NCSCM), Chennai has demarcated the High Tide Line. The mapping of ecologically-sensitive areas has been completed. Integrated Island Management Plans (IIMPs) for ten islands in Lakshadweep have been approved. Developmental activities in CRZ areas are to be regulated as per the approved CZMPs/ IIMPs.
(d): There is no provision to provide financial assistance by the Government of India for preparation of CZMPs. However, the Government is implementing a World Bank aided Integrated Coastal Zone Management Project under which financial assistance has been provided to States of West Bengal, Odisha and Gujarat to the tune of ?1057.64 crore. The Government has also approved the inclusion of other coastal States/ UTs in the second phase the project, for which the amount of financial assistance has not been finalized.
