Question : Implementation of NFSA

(a) the salient features and implementation status of the scheme envisaged under the National Food Security Act (NFSA) indicating the quantum of various items provided to each State, so far and the annual expenditure, being incurred thereon, State-wise;
(b) the total number of beneficiaries covered and cards issued under the scheme indicating the number of SCs/STs covered, State-wise;
(c) whether any irregularities have been reported/noticed in the implementation of NFSA; and
(d) if so, the details thereof and the corrective steps taken thereon indicating the number of such cases reported therein, State-wise?

(a): The salient features of the National Food Security Act, 2013 (NFSA) is at Annexure-I.

Implementation of NFSA has started in 30 States/ Union Territories (UTs). Details of monthly foodgrains allocation to these States/ UTs is at Annexure-II. Expenditure on subsidy involved in allocation of foodgrains under NFSA as well as erstwhile Targeted Public Distribution System (TPDS) is met out of budgetary allocation for food subsidy. During 2015-16 (upto 03.03.2016), an amount of Rs 108311.37/- crore has been released as food subsidy.
(b): Coverage under the Act is under two categories, namely Antyodaya Anna Yojana (AAY) households and Priority households. While entitlement of AAY households is on per family basis, the entitlement of priority households is on per person basis. State-wise details of number of AAY households and number of persons under priority households category being covered in 30 States/UTs implementing NFSA is at Annexure III. Separate data on coverage of SCs/STs is not maintained.
(c) & (d): Foodgrains under NFSA are distributed to eligible households through Targeted Public Distribution System (TPDS). There have been complaints about irregularities in the functioning of the TPDS in some States/regions in the country. As and when complaints are received by the Government from individuals and organizations as well as through press reports, these are referred to the State Governments/UT Administrations concerned for inquiry and appropriate action. A statement indicating state-wise no. of complaints on TPDS received in the department during 2015 is at Annexure-IV.
