(a) whether the Government has any mechanism to ensure that the funds allocated to various State Governments for the promotion and development of sports are utilised properly for the desired purpose;
(b) if so, the details thereof; and
(c) the details of funds allocated by the Union Government for the purpose to various State Governments during each of the last three years and the current year along with the utilisation status thereof, State-wise including Rajasthan?

(a) & (b) Yes, Madam. The mechanism to ensure that the funds allocated to various State/UT Governments for the promotion and development of sports are utilised properly for the desired purpose is laid down in General Financial Rules (GFRs) which requires that the States/UTs submit Utilisation Certificates (UCs) in respect of the funds released to them. Photographs of sports infrastructure and photographs, newspaper clippings and videographs of sports competitions held from grants released to States/UTs are forwarded by the States/UTs to this Ministry. Further, when deemed necessary, visits are also made by the officials of this Ministry to the States/UTs to inspect the work being undertaken by them for promotion and development of sports with the help of grants released to them.
(c) Details of funds released to States/UTs for conducting sports competitions during the last three years are attached as Annexure – I.
Details of participants in the sports competitions during the last three years are attached as Annexure – II.
Details of infrastructure projects sanctioned during the last three years and those which have been completed are attached as Annexure – III.
Details of funds released for competition and infrastructure during the current financial year 2016-17 are attached as Annexure – IV.
