(a) As per the Baseline Survey on Sanitation 2013, 11.11 crore household toilets have to be constructed in the next 5 years. Out of this, 8.84 crore households are eligible to receive Incentives under the Swachh Bharat Mission (Gramin) {SBM(G)}, or support under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MNREGS).
(b) The targets fixed under the SBM(G), being implemented by the Ministry of Drinking Water and Sanitation for the constru- ction of toilets in the next five years is as under :-

Further, 2 crore IHHLs will be constructed by Ministry of Rural Development under MNREGS and the Indira Awaas Yojana (IAY). The remaining 2.27 crore Households are to be motivated to build their own toilets. This may be supported inter-alia, through the provision of low interest loans and microfinance from financial institutions.
(c) & (d) Complaints are received from various quarters, basically on implementation of Nirmal Bharat Abhiyan (NBA)/Swachh Bharat Mission (Gramin) at the State level. As sanitation is a state subject and the NBA/SBM(G) programme is implemented through the states/UTs, such complaints are immediately forwarded to respective State/UT Governments for appropriate corrective measures.

(g) The growth rate of construction of toilets in the country has been around 3% of the total number of households for the past two years.
(h) The provision for part funding of Individual household latrines from MGNREGS, was a major hindrance in the implementation of Nirmal Bharat Abhiyan (NBA) programme. This led to substantial slowdown of construction of toilets under TSC/NBA, from 87.98 lakh household toilet units in 2011-12 to 45.59 lakh in 2012-13 & 49.63 lakh units in 2013-14. The Government of India identified the flaw in the design of programme and through a Cabinet decision on 24-9-2014 inter-alia decided to discontinue the part funding of Individual household latrines from MGNREGS and provide the entire funding from the new Swachh Bharat Mission (G), launched on 2/10/2014.
