Question : PRICE OF GLIPIZIDE DRUG



(a) whether National Pharmaceutical Pricing Authority (NPPA) has fixed/revised the price of anti-diabetic drug Glipizide;

(b) if so, the details thereof;

(c) whether NPPA has received letters regarding fixation of price of said drug;

(d) if so, whether the NPPA has conducted a fresh cost-cum-Techno Economic study to revise the price of drug;

(e) if so, the details and outcome thereof; and

(f) the action taken thereon?

(a) to (f): National Pharmaceutical Pricing Authority (NPPA) has revised the price of bulk drug Glipizide from Rs.31584/- per kg fixed earlier vide notification dated 13.8.04 to Rs.29244/- per kg vide S.O. 1043 (E) dated 11.7.2006 after a detailed Cost Price Study. The price of bulk drug Glipizide has been fixed/revised as per the provisions of Drugs (Prices Control) Order, 1995 (DPCO 1995.)The bulk drug Glipizide was under litigation concerning its exclusion from First Scheduled of DPCO 1995. The bulk drug price was fixed for the first time after vacation of stay by the Supreme Court at Rs.31584/- per kg vide notification dated 13.8.04 based on a detailed Cost cum Techno Economic Study conducted by NPPA.Government/NPPA has received letters concerning fixation of the price of bulk drug Glipizide. During periodic monitoring of the market price by NPPA, it was noticed that the price of the bulk drug Glipizide was ruling low compared to the existing notified price. NPPA took a decision to conduct a fresh Cost cum Techno Economic Study by calling information from all known manufacturers. Durii ` July, 2006 the price of bulk drug was revised downward to Rs.29244/- per kg after a detailed study by NPPA. Market prices are monitored based on the reports from journals only. Prices are fixed by NPPA based on cost wherever a cost price study is conducted and such costs are independent of market prices. Moreover prices may fluctuate from time to time. In the case of Glipizide, the cost was higher than the market price. A uniform approach is followed while fixing the price of bulk drug under the provisions of DPCO 1995.
