Question : BUREAUCRAT IN GOVERNMENT



(a) the total number of posts of Additional Secretary, Joint Secretary, Director and Deputy Secretary under the Central Government, autonomous bodies, sub-ordinate and statutory organizations and the number of SCs/STs officers working against such posts as on January 1, 1996 and January 1, 2000 and their percentage as compared to the total posts;

(b) the nature and composition of the Committee/Board which empanels persons for such associating persons belonging to the SCs/STs on such committees/Boards; and

(c) if not, the reasons therefor?

(a): Posts at the level of Under Secretary and above in various Ministries/Departments of the Government of India are filled under the Central Staffing Scheme. Since caste is not one of the criteria for appointment to posts under the Central Staffing Scheme, the data on the number of SC/ST officers holding posts at different levels under the Scheme are not maintained separately. Number of officers who held posts of Additional Secretary, Joint Secretary, Director and Deputy Secretary and equivalent as on 1.1.1996 and 1.1.2000 is given in the statement annexed.

(b) & (c): Officers belonging to the IAS and other Central Services Group `A` are empanelled for holding the posts of Additional Secretary or Additional Secretary equivalent in the Government of India, with the approval of the Appointments Committee of the Cabinet (ACC), on the recommendation of a Special Committee of Secretaries which consists of the Cabinet Secretary, Principal Secretary to Prime Minister, Home Secretary and Secretary (Personnel). All these members of the Committee are ex-officio. Empanelment for holding posts at the level of Joint Secretary or equivalent is done with the approval of ACC on the recommendation of the Civil Services Board (CSB). The CSB consists of Cabinet Secretary, Secretary (Personnel), one Secretary to Government of India nominated by Government for a year at a time and the Establishment Officer and Additional Secretary.

There is no system of empanelment of All India Services/Group `A` services officers for holding posts at the level of Director and Deputy Secretary. Names of eligible and willing officers sponsored by the various Cadre authorities are considered for appointment at those levels, subject to their suitability for specific posts.
