Question : TOXIC METALS IN COSMETIC PRODUCTS



(a) whether the Government has takennote of a recent study which has found toxic metals in fairness creams and lipsticksand some other cosmetic products;

(b) if so, the details thereof along withthe reaction of the Government thereto;

(c) the rules/provisions laid down bythe Government in this regard; and

(d) the corrective steps taken/proposedby the Government to check contents of toxic metals in cosmetic products beingmarketed in the country?

(a) & (b): Yes. The licenses for manufacture of cosmetics are granted by the Licensing Authorities appointed by the State Governments. A copy of the report has been forwarded to the concerned States for making necessary investigations under the Drugs and Cosmetics Rules, 1945 and taking action as required under the Drugs and Cosmetics Act, 1940

(c) & (d): The Drugs and Cosmetics Rules, 1945 prescribe standards which the cosmetics marketed in the country are required to comply with. The cosmetic products are tested for compliance to the quality standards at the Central Drugs Testing Laboratory, Chennai.
