Question : UTILISATION OF SPECTRUM



(a) whether the spectrum allotted to various Government and private agencies is lying underutilised;

(b) if so, the reasons therefor;

(c) whether any action has been taken by Telecom Regulatory Authority of India (TRAI) in this regard;

(d) if so, the details thereof; and

(e) the steps taken by the Government for effective utilisation of the allotted spectrum by Government as well as private agencies?

(c) to (e) TRAI in its recommendations dated 11th May, 2010 on “Spectrum Management and Licensing Framework” stated that:-

“In most countries the Regulator is responsible for spectrum management. The Authority, while keeping this aspect in view has examined the areas where a beginning could be made and has identified the following functions which it would be carrying out by itself:

# Spectrum Audit
# Interference monitoring and control
# Spectrum refarming
# Identification of newer technologies”
These recommendations are under consideration of the Government.
