Question : National Dairy Plan

(a) the details of the steps taken by the Government towards achieving the twin objectives of the National Dairy Plan i.e. making the organized milk market accessible to rural milk producers and enhancing breeding, feeding and milk procurement during the last three years and the current year, State-wise; and

(b) whether the implementation of the National Dairy Plan has been limited to only the 14 major dairy States and has not been extended to the States with high potential such as the North Eastern States and if so, the reasons therefor?

(a) Under National Dairy Plan-I (NDP I), 468 sub projects of 166 End Implementing Agencies from 18 States were approved till 31.12.2017 with total grant assistance of Rs.1720.05 Crore. The approved sub projects include 53 sub projects on Project Management and Learning activities with the total outlay of Rs. 67.62Crore. The activity wise approved subprojects (2012-13 to Dec 2017) are given in Annexure-I. The State-wise sub projects approved under NDP-I during the last three years and 2017-18 (Apr-Dec 2017) for various activities under NDP-I is at Annexure-II.


(b) NDP-I is being implemented in the 18 major milk producing States namely, Uttar Pradesh, Punjab, Haryana, Gujarat, Rajasthan, Madhya Pradesh, Bihar, West Bengal, Maharashtra, Karnataka, Tamil Nadu, Andhra Pradesh, Telangana, Odisha, Jharkhand, Chhattisgarh and Uttarakhand and Kerala. These States account for more than 90% of the country’s milk production. However, coverage of NDP I will be across the country in terms of benefits accrued from the scheme.
