Question : ALLOCATION UNDER JNNURM



(a) the details of the various projects being implemented under Jawaharlal Nehru National Urban Renewal Mission (JNNURM);

(b) the details of funds allocated/sanctioned/disbursed/utilized for each project under the mission during each of the last three years and the current year;

(c) The present status of the completion of the said projects under the mission along with the targets set and achievements made during the above period;

(d) Whether the Government proposes to complete the projects under the mission in a time-bound period; and

(e) If so, the details thereof along with the steps taken by the Government in this regard?

(a): Government launched the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) December, 2005 for assisting State Governments in providing housing and basic services to urban poor/ slum dwellers in 65 select cities under the Sub Mission Basic Services to the Urban Poor (BSUP) and in other cities and towns, under the Integrated Housing and Slum Development Programme (IHSDP).

(b) & (c): The State-wise details of funds allocated/sanctioned/disbursed/utilized and the progress under the BSUP and the IHSDP components of the mission during each of the last three years and the current year are at annexure-I & II respectively.

(d) & (e): Cabinet Committee on Economic Affairs (CCEA) has extended the Mission period for Basic Services to the Urban Poor (BSUP) and Integrated Housing and Slum Development Programme (IHSDP) components of JNNURM till 31st March, 2015 for completion of the projects sanctioned upto March 2012 under BSUP and IHSDP components of JNNURM. For completion of projects under the mission in a time-bound period, States/UTs have been advised:

(i) To provide additional state share to meet cost escalation;

(ii) To resort to beneficiary led execution of projects to avoid cost and time overruns.

(iii) The States may fund the cost of escalations in the projects from their own resources or through loan from financial institutions like HUDCO to complete it within the stipulated time.

(iv) To draw up Plan of Action and set clear milestones.

(v) to submit details of Non-starter projects under JNNURM that could be not started as yet for cancellation by CSMC. However, stats/UTs will have the option to propose them afresh under RAY.
